    "Does it threaten the status quo?" Elite responses to british punk, 1976–78

    The emergence of punk in Britain (1976-78) is recalled and documented as a moment of rebellion, one in which youth culture was seen to challenge accepted values and forms of behaviour, and to set in motion a new kind of cultural politics. In this article we do two things. First, we ask how far punk’s challenge extended. Did it penetrate those political, cultural and social elites against which it set itself? And second, we reflect on the problem of recovering the history and politics of moments such as punk, and on the value of archives to such exercises in recuperation. In pursuit of both tasks, we make use of a wide range of historical sources, relying on these rather than on retrospective oral or autobiographical accounts. We set our findings against the narratives offered both by subcultural and mainstream histories of punk. We show how punk’s impact on elites can be detected in the rhetoric of the popular media, and in aspects of the practice of local government and the police. Its impact on other elites (e.g. central government or the monarchy) is much harder to discern. These insights are important both for enriching our understanding of the political significance of punk and for how we approach the historical record left by popular music

    The rise of the private sector in fragmentary planning in England

    Over the past 30 years, the English planning system has undergone a series of reforms designed to increase efficiency, promote growth and, since 2010, achieve cost savings under the auspices of austerity. These reforms can be understood as part of a broader reorganisation of public services and functions in many Western democracies which have seen private sector providers move in to service new markets and take on functions previously delivered by public servants. Drawing on findings from research with key actors from both public and private sectors, this paper argues that the English planning system is increasingly fragmented, and task-oriented, and requiring of knowledge and skills-sets which local planning authorities typically do not possess. A relational shift regarding the (in)capacity of public planners and private sector actors drawn from a range of disciplinary backgrounds has occurred, with the latter now providing a wide range of inputs to the planning system, typically in the guise of consultants. While planning has long been an exercise in co-production, involving a number of different actors, there has been limited discussion of the role private sector actors play in servicing and reproducing the planning system. The paper therefore describes how ‘fragmentary planning’ has emerged in England, and reflects on the knowledges, skills and capacities the system now requires. In concluding, we outline the questions of governance that these dynamics raise, and suggest avenues of further research

    Classifying High-cadence Microlensing Light Curves I; Defining Features

    Microlensing is a powerful tool for discovering cold exoplanets, and the The Roman Space Telescope microlensing survey will discover over 1000 such planets. Rapid, automated classification of Roman's microlensing events can be used to prioritize follow-up observations of the most interesting events. Machine learning is now often used for classification problems in astronomy, but the success of such algorithms can rely on the definition of appropriate features that capture essential elements of the observations that can map to parameters of interest. In this paper, we introduce tools that we have developed to capture features in simulated Roman light curves of different types of microlensing events, and evaluate their effectiveness in classifying microlensing light curves. These features are quantified as parameters that can be used to decide the likelihood that a given light curve is due to a specific type of microlensing event. This method leaves us with a list of parameters that describe features like the smoothness of the peak, symmetry, the number of peaks, and width and height of small deviations from the main peak. This will allow us to quickly analyze a set of microlensing light curves and later use the resulting parameters as input to machine learning algorithms to classify the events.Comment: 29 Pages, 30 Figures, 3 Tables, Accepted to the Astronomical Journa

    Who would most benefit from improved integrated care? : Implementing an analytical strategy in South Somerset

    Conclusions: The linked dataset makes it possible to understand existing patterns of health and social care utilisation and to analyse variation in annual costs, for the whole population and for sub-groups, in total and by setting. This has made it possible to identify who would most benefit from improved integrated care and to calculate capitated budgets to support financial integration. Aims: The Symphony Project is designed to identify which groups of the South Somerset population in England would most benefit from greater integration across primary, community, acute and social care settings. Methods: We analysed linked health and social care data for the entire South Somerset population for the financial year 2012/2013. The data captured acute, primary, community, mental health and social care utilisation and costs; demographic characteristics; and indicators of morbidity for each individual. We employed generalized linear models to analyse variation in annual health and social care costs for all 114,874 members of the South Somerset population and for 1458 individuals with three or more selected chronic conditions. Results: We found that multi-morbidity, not age, was the key driver of health and social care costs. Moreover, the number of chronic conditions is as useful as information about specific conditions at predicting costs. We are able to explain 7% of the variation in total annual costs for population as a whole, and 14% of the variation for those with three or more conditions. We are best able to explain primary care costs, but explanatory power is poor for mental health and social care costs

    An Unstructured CFD Mini-Application for the Performance Prediction of a Production CFD Code

    Maintaining the performance of large scientific codes is a difficult task. To aid in this task, a number of mini-applications have been developed that are more tractable to analyze than large-scale production codes while retaining the performance characteristics of them. These “mini-apps” also enable faster hardware evaluation and, for sensitive commercial codes, allow evaluation of code and system changes outside of access approval processes. In this paper, we develop MG-CFD, a mini-application that represents a geometric multigrid, unstructured computational fluid dynamics (CFD) code, designed to exhibit similar performance characteristics without sharing commercially sensitive code. We detail our experiences of developing this application using guidelines detailed in existing research and contributing further to these. Our application is validated against the inviscid flux routine of HYDRA, a CFD code developed by Rolls-Royce plc for turbomachinery design. This paper (1) documents the development of MG-CFD, (2) introduces an associated performance model with which it is possible to assess the performance of HYDRA on new HPC architectures, and (3) demonstrates that it is possible to use MG-CFD and the performance models to predict the performance of HYDRA with a mean error of 9.2% for strong-scaling studies
